You will need to direct your active sim into the relationship. You can still be rejected! Must be bf or gf before you can propose marriage. <--The game requires the bf or gf relationship before this even pops up.

Sims are not supposed to be able to marry or propose to another sim unless both are young adults or older, I do not have any mods installed. The adult sim that asked the child sim to marry them was an NPC/unplayed sim.
