In The Sims, any two adults can get married. Either Sim can propose, but the proposer must be at home to do it. Whether the other Sim accepts or not depends on their mood or the relationship between the two Sims.

Mods and CC get outdated with patches so it's probably a mod that's no longer compatible. Remove all your mods and see if it works then. If it does, find out which one is causing the issue and check if there's an update that you can use. If not, remove the mod, if so, update it.
