You technically aren't SUPPOSED to, but they tease you with ascendant saddles and epic X dinos... Genesis is better without flyers until the space whale or the hover thing. Once you get a Bloodstalker or a Ferox a flying creature like a Argent or a Ptera is useless and cant keep up.

You can transfer stuff to other maps. including any snazzy looking flyers you tame Argents can still haul materials so still work as packmules. The reason flyers are disabled by default is because they take the risk out of plenty of missions and grabbing Glitches becomes almost no danger safe for the ocean biome then.
