If you have Get to Work, Dine Out, or Cats and Dogs, you can buy a second house as a retail store, restaurant, or vet clinic and then just never open it for business.

If you cannot go to the second floor, you need to check that the first floor is complete and don't have any gaps in the walls.

You can purchase a second lot so your sims will own two houses but they can only "live" in one at a time. So telling one sim to go home they will travel to the current house they live in. The second house wont have a go home option so you would have to direct your sims onto that lot yourself.
