There actually is homebrew GC and GBA that lets you dump games via the GCN-GBA cable, and it should work on the Wii. If I recall correctly, the GBA homebrew runs on a flash cart but uploads its executable code to WRAM so you can swap the flash cart with a real cart and start dumping.
