All Ubisoft games, as well as their in-game content, are linked to the platform they were activated on. In some cases, it is possible to transfer ownership between Ubisoft accounts. Other in-game content, such as rewards, challenges, achievements or progress cannot be transferred.

Can I purchase a game on one account and then access it from a different account on the same console?

No, unless the console supports logging in on multiple accounts at once (like the Switch), in which the original account must remain logged in for other accounts to access it. If the account leaves, so will all games tied to it.
