Technically and story-wise you can do them in either order. However, the Dragonborn DLC is significantly harder/requires a higher level than the Dawnguard DLC - even though you are introduced to the Dragonborn DLC earlier. You get the Dragonborn quest right after you speak to the Greybeards.
