A big part of the GTA V map is just empty mountain and desert. GTA:SA had 3 cities, that together are perhaps a bit bigger than the GTA V Los Santos. That without taking into consideration that there was a lot more variety in San Andreas because the 3 cities were very different and unique to one another.
