Why isn t Celestia Queen?

While we know that the reason for there being a Princess, and not a Queen, Celestia is actually due to marketing (Hasbro changing her to Princess because Princess is a much more marketable term when it comes to little girls), I was wondering what you guys feel the reason is in-universe for this lack of a higher title?
